I don't see the problem in taxing the massive supermarkets to sell these products (which have a massive effect on the NHS budget). If they don't want to pay you'll have to buy your cigarettes at a independent business. This could keep a few corner shops afloat and postpone the inevitable homogenisation of Britains streets cause by the rampant expansion of Tesco et al (and I work in a Sainsbury's local!).
RE no specials on alcohol - alocohol is a luxury and I don't personally buy my drink just by finding the cheapest way to get pissed (and I'm a student!).
