I believe that's a formal question from an MEP to the European Parliament and only they can answer with their policy decision.

Kate, I know this is going to sound like a cop out, but I'm really not the best person to do so. My spelling & grammar is atrocious for starters. Secondly, though I've dugg several e-cig related issues, I wouldn't know how to set up a dig blog (not even sure of the terminology), nor how to make sure it was brought to the attention of as many people as possible - apart from via your network.

Kate, I'm completely confuddled as to dig that or not as to me it seems like I'm digging something mainly anti e-cigs - or maybe I'm just too tired to take it in or understand how dig really works? I think I have added you as a friend on there though:) Also sent a friends request via Facebook & will try doing the sane via Twitter, but got to confess that is also something I've never got the hang of. Lol, I'm hopeless aren't I

Lol Kate My take on dig (but I could be very wrong) is that it's a platform to publicise comments/information that you want people to agree with via them "digging" it. And the more people that agree & therefore dig what you have posted the further it moves to the top of the dig list.

Well, I wouldn't digg misinformation but facts and supporting articles I would. This item is just a factual piece really and the news needs to get out. Maybe the EU will be Dugg into a hole, ha

Here's hoping that the more ethical juice and vaporizer manufacturers will be able to counteract any misinformation regarding their products. I, for one, would be happy to know for certain that what I take into my lungs is not as poisonous/dangerous to my system as tobacco and, therefore, would welcome regulation BUT only if such regulations were not introduced as a way of relieving the hard pressed public of even more tax.
The querent states that 'electronic cigarettes' look like ordinary cigarettes. Not true any more; he needs to do his homework. He states that propylene glycol and associated product is toxic to humans; does he know for certain that inhaling it is toxic to humans? If so, why are smoke machines in enclosed spaces not regulated? (The Dancing On Ice professionals were waist deep in the stuff last Sunday). I understand that the long term effect is, as yet, unknown, therefore the querent must know something about the subject that others don't.
The querent mentions the ingestion of liquid nicotine doing nothing to help addiction and there being no regulation as to the dosage. He should look to the currently available cessation product that contains liquid nicotine taken into the system by inhalation. There is no 'regulated dose' there as the user may take just as many draws on the device as he/she wishes - there is no vaporization involved of course but that is not the question posed regarding nicotine dosage. The nicotine inhalator is marketed as a cessation product but the manufacturer has no control over the dosage, neither is there restriction on the amount of cartridges the user may purchase (unless the rules have changed since I used one). The EN-I (e-cigarette) suppliers I use all state that their liquid nicotine is of pharmaceutical grade and at least one uses 98% tested 'pure' product.
Of course there should be rules regarding the labelling of any product known to be toxic (cigarettes have health warnings but are neither regulated nor banned, nor are they sold in kiddy-proof containers).
I find the reasons for banning given by the FDA laughable when compared to the harm being done by tobacco smoking but then I have no axe to grind; what is their's I wonder.
