It would presumably also need to be posted from the UK? So if you were ordering from China you'd need someone here to warehouse and ship for you. Might be easier to just put up a website in Norwegian and see if any UK suppliers would pay you a percentage on goods ordered on them through you.
Can you sell products that don't contain the nicotine? Equipment, flavours?
