I send quite a lot of zappers to Russia and use a Russian vaping forum, it is the same for everything there at the moment. Everyone is talking about their customs holding everything up, some are just getting their Ithaka from the first pre order. They are organising complaints en-mass but if that'll help who knows.
I wouldn't worry too much as you should get it ok just be very very very patient.
