Lots of chargers but the nitecore i2 or i4 are great, no need for spacers, fasttech sell them cheap and they charge normal aa re chargeable batteries as well.
I am not the best on battery suggestions but there are some good panasonic batteries on fasttech so you could order it all at the same time.

Both will be fine. I have the i4 charger and it's great, and I got the NCR18650B batteries from Fasttech, and they are great, if a little wide for my SID.
