I've tried signing but because I'm in France it asks me for a French passport number or French identity card number. Neither of which I have. I have ended up emailing them to see what I can do.

Dibbylou - I'm in the same position as you and the person who posted the EFVI on ECF asked the organiser whether or not I could sign it. Here's a copy of the reply :
not good news here is the official answer from the EU:
Given the respective requirements set out by the United Kingdom and France in Regulation (EU) No 211/2011 on the citizens' initiative, a British citizen residing in France cannot support a citizens' initiative.
The Commission proposal for a Regulation proposed uniform requirements for all Member States, which would have enabled any European citizen to support a citizens' initiative. The diverging requirements of the Member States set out in the final Regulation, which are due to the different data required by the respective Member States in order to be able to verify the statements of support submitted by signatories, have the unfortunate effect of preventing some European citizens from giving their support to a citizens' initiative. The Commission is aware of this issue and has, on several occasions, asked the Member States to re-consider their requirements to lower as far as possible the number of citizens concerned, including after the adoption of the Regulation (the requirements set out in Annex III to the Regulation can be modified by a Commission delegated act at the request of the Member States concerned).
So basically France and the UK have different criteria for signing an EU initiative (a UK citizen requires a UK address and a French citizen requires a French ID or passport number) and as I have neither a UK address or French ID/passport number, I can't sign it.
Yet another example of the great EU at work !!

le done. Almost tempted to create a dozen names and made-up address's but,....seen as though the EU and some of their ''members'' wouldn't do anything 'underhand' - I thought it best to do everything.... by the book.

dibbylou - I suspect using a family member's address is about the only way round it. I don't know how much they do in the way of verification mentioned above or what the implications would be, but it all sounded so official when I read the regulations I was a bit worried about doing it. I'm still thinking about it though !

They will be using the electoral register in the UK to check you are a UK voter, you will only be able to sign up if you show as a UK voter at the address you enter.
