I mixed up my t-juice concentrates today and each had over 10ml, more like 12ml. And about 33ml in the 30ml. You win some, you win some

It is not just bad practice, it is illegal for any Vendor to "short measure" a customer!
The Weight and Measures Act is an Act of parliament that makes it illegal for businesses to give short measures or short weights to consumers.
The trading standards departments are equipped with the responsibility of enforcing the Weights and Measures Act.
As a vendor, processing 1000's of bottles a day, I understand that occasional mistakes can happen (leaking bottle dripper tips, etc), but in general, a system of checks should reduce/eliminate that type of mistake reaching the customer.
Vendors have a responsibility to the consumer and should actively strive to ensure that they meet the criteria as stated in the above act. (and whilst at it they should also look at the many other bits of legislation that are already in place, that they also are required to adhere to).
Right.... I'll get off my soap box now.

that goes the same at a bar but if you have a glass of wine 1 or 2ml under you just take it on the chin
same with spirits if you get a under measurement you just think meh and drink it
