the 13amp 250v is the input voltage of the plug...if you look at another plug or even a mobile charger they state that but there should be an output voltage on there as well no usb output will be 13amp,the powered hubs are usually 7 amp maximum output

The "13A 250V" refers to the INPUT rating of the power supply/hub/charger. As it's a proprietary charger for your E-book it may not have the output on it. It's probably quite a low current output. The voltage output on a USB charger will always be the same (5v) as it is a set standard. What varies is the current.

Think of water, Voltage is the pressure, current is the flow. As a example if you had a little tap like you get on a wine box connected to the bottom of a bucket the voltage is the pressure behind. The current is the amount of water that can flow in a given time. If you now change that tap to a big brass tap with a wider pipe the pressure (volts - V ) is the same but the bucket will empty faster because there is more flow (current which is measured in amps - A ).
1 mA or Milliamp is 1000th of an Amp therefore 500mA is half a Amp.

So a 5v charger rated at 100 mA (0.01 A) will be slower than a charger rated at 5v 500 mA (should be 5 x faster). Both will charge a battery the difference is the time it takes to "fill" your battery because of the flow of current out of the charger.
