as im not sure what your drilling this may be wide off target for you But having had to drill a few SS pots n pans ive found its a lot easier to enlarge a puncture hole than it is to break through a stainless steel skin so if applicable a sharp punch and a good whack with a amma can make some jobs a LOT easier, Also battery drill drivers with speed control seem like a good idea to drill slowly without work hardening the SS But a mains powered drill pulsed on and off with the work surface /drill tip cooled with the odd squirt of wd40 is VERY effective even tho its a 3 handed job and allows the use of basic HSS jobber bits to be used for the job

Are there any potential issues using silicone, I know many atties use silicone Orings but maybe that's a bit different from having silicone quite so close to the coil. Im not saying it is an issue, just thinking aloud.

That concerned me at first Greg however tanks are sealed by silicone rings, protank coils have silicone grommets and these take the heat generated by the coil. The bvc heads have an inner sleeve hence the need to drill out, the silicone is merely sealing the very small hole. Think of the chimney caps on any of the protank, close to heat and in the liquid.
