I've used an oscilloscope many time in amateur radio and proportional radio control, even switched mode psus.
Not sure why you would want it in e-cigs?

Are they basically an smpsu robby

There are a few variations, the PWM which you will know about and the Dc to Dc stepup/stepdown variety which some people think they can tell the difference between, I cant lol. There is also the step up kind, which generally starts at whatever battery output voltage is at the time.
