I forgot to ask what the strength of your nic base was but assuming that it is 72mg and is VG based then to get the 70/30 PG/VG ratio that you want at 12mg strength and still maintaining the 20% flavour concentration you would need to add the following to your 60 ml mix which would give you 150 ml altogether:

18ml concentrate 
57ml PG
15ml nic base
