So I have lots of info and watched vids on how to build coils and simple coil build calculators but is there anything for targeting resistance for advanced coils whether it be a clapton or something more advanced? Or is it as simple as suck it and see?

The other option would be to use a multimeter to find the length of wire required to achieve your desired resistance, then you can use a bit of math to work out how many wraps required around different sized mandrels.

Think of it more as the core wire is heating the outer wire rather than the battery Right. See I thought there may be a part of that but that the outer as it is still connected to the contacts would still therefore add resistance

Use the length of the least resistance wire for the required ohms - wire is usually sold with an ohms per metre reference, which would require a simple division to arrive at the required resistance. If it isnt, input the dimensions of the wire into steamengine, thinner = more resistance, think of it as trying to force water at a given pressure through different bore pipes. Thinner pipes offer more resistance.
As pointed out steamengine is your friend

Yea I get the principle of the thinner wire no worries. I just was under the impression of more wire and turned affecting it dramatically haha

So on that note, with a twisted build how do I figure that out? If you use say 2 strands of say .4 mm you would get half the ohms of a single strand, it's like that for parallel and I'm pretty sure twisted is the same..
