Not quite, that is when the law come into force, vendors then have up to 19/05/2017 to dispose of stock that does not comply and after that date it will become illegal to sell more than 20mg in more than 10ml, in reality it will probably happen before that date as vendors run out of stock, because they will not be able to import/produce anything that does not comply after 20/05/2016 - actually unsure about that last bit, producers will probably still be able to get hold of it, it just cannot be sold to us in bottles larger than 10ml and 20mg

there is a 12month period following to allow vendors to empty their shelves of stocks, but after that yes  thats  one of the major tpd (20) implications, 

and the reason behind stock pilling a few litres of 72mg nic base in the freezer till supplies from non eu/us sources can be validated and trusted..
