sounds like android has disabled its patent infringing java code, on the pc I can load images via post image without any problems. like this one .... I suspect this problem will get worse for users of non windows devices due to the licence laws in the USA and cheapskate companies trying to get out of paying to use code they believe should be free .... Nothing (no image) in your post nanotmI have tried from a PC, Android phone and a Tablet I can see the image fine in Chrome desktop, Chrome mobile and Tapatalk. The tinypic captcha can be a bit crap and it will either appear after a few seconds or you need to close and try again.

go to your router's admin page and change the dns server primary to 8.8.8.8 leave the secondary alone.
I had problems with dns lookup errors caused by plusnet and it wouldn't be the first time errors with dns servers have caused problems with website functionality
other thing to check would be your account is opted out of the stupid firewall /online safety bollix some isp's provide by removing/blocking certain types of content from your data stream
