I think that some cig-a-like companies used to have them in the UK.

The problem though now is 18+ is now a legal (rather than optional) requirement.... and vending machines can't check age (yet).

Legal age requirements didn't stop cigarette vending machines being a thing even in pubs where you don't need to be 18 to be on the premises.
