Its the Stelvio Pass in North Italy and part of it runs over to Switzerland. Going to give it you though as you mentioned Top Gear. I think it must have been 2007/8 they chose it as the best driving road in the World. It was some drive up in my heavy Motorhome and even more fun going back down.

I was there in 2008 and again in summer 2009 when this pic was taken. Go touring Europe every summer in my Motorhome.
