The best cotton I have used is organic cotton pads, the cotton strands all go in the same direction and offer the best wicking whether in low or high ohms.

Obviously if you are vaping below 1 ohms more power is required resulting in higher temperatures resulting in more eliquid being used, but the organic pads can handle this quite easily as well.

But organic cotton pads I have found performs great with any settings as long as the right amount of cotton is used.

I have often used the Scottish roll method for this cotton and also making sure that the ends are combed, and I have never had any issues with wicking

I've tried cotton bacon but wasn't impressed at all, in my opinion is just a marketing gimmick to get you to pay over the odds for just plain cotton, slap on a fancy name and some people will buy it.
