Because the other one is in range is the simple answer, you can only connect to one at a time but it will show other possible networks that you can connect to.

sounds like it is either giving you a choice of wifi connections or at some point in the past the phone has been connected to virgin wifi.

Typically a standard WiFi router will have a 20m line of sight reception. Although this can be less due to thick walls or more due to repeaters/boosters/bridges.
I'd say it's one of your neighbour's routers that it's picking up

So this does not mean that another person is using my phones wifi so they can browse for free? I feel I am getting paranoid about this as Orange would not tell me how or why they had charged me for this service I don't yet have.

No it is merely showing another wi-fi signal that is in range for you to RECEIVE. Next time you go "into town" if you turn on your wi-fi you'll see loads of other wi-fi signals, it is everyone else's routers. Just because you can "pick up" another router does not mean you can connect to it as most should have a password to protect them. The only way you can broadcast a wi-fi signal from your phone is if you enable it, IF your phone has the feature that enables it to be a wi-fi hotspot.

you can switch off the notifications in your wireless network settings (at least for open networks on Android 2.3)

No I don't think your a wifi hotspot unless you've activated that. That's when peeps will be burning your data usage. I think you have wifi on. And your picking up your neighbours wifi signal.

so if when you are at maccy d's or where ever and you turn it on and refresh the connections it will pick them up and you can connect to them, some are free like maccy's or hotels you are staying in, sometimes lol or if at a friends house they can tell you their password and you can use their wifi
