my thoughts would be yes albeit a bit of a wait on the charge time though
if you have 18650's then a full charger would be far better unless you are sealing them in a mod then you could add a usb charge socket to it they are available from ebay

Yes you can use it with any Li-Ion 3.7 volt rated rechargeable cell..

Better to get the EGO-T 18650 modular mod..Cheaper and less hassle and hardly cost anything and has similar circuits..

Perfect, thanks for that. Ok, it wil no longer be variable voltage but at least will be a working battery. Just charging and checking the battery cell itself just now.

I maybe should also mention the battery is not 1100mAh but 1000mAh. ( www.made-in-china.com/showroom/lisalee902/product-detailcBMmhKYvbnWU/China-3-7V-Lipo-Cylindrical-Battery-for-E-Cigarette-HGB130700R-.html ).
Seems a lot of the chinese battery sellers mislead with the specs of final battery assemblies which is very naughty. Thing is the reseller could get caught out as he is then also by default misleading customers. So I wonder how many 1100 mAh batteries are actually only 1000mAh...an awful lot I expect if not all.
