Ok then. Work out your total cost for total weight of nicotine.
that 1000 ml x 48mg = 48000 mg cost = £54 Therefore cost for just 1mg is £54 divided by 48000 = 0.1125pence As you have 1000ml (1 litre) then actual cost is 0.1125 x 1000 = 112.5 pence = £1.125.

It would also depend on what final strength you required as the additional cost of PG/VG would have to be taken into account.
A 6mg mix would require much more "diluent" than 36mg mix
Around 72% diluent for 6mg as opposed to 32% for 36mg (with 20% flavouring)
would need over 8 litres of diluent for your full litre of 75mg mixed @ 6mg

The 48mg is cheaper per mg. but the difference in almost negligible when put into real life terms. The 75mg would last longer which for me would make it more 'valuable' as to get the same amount from the 48mg you would need to buy more. Just my 2 pence...

For me wanting 18mg strength liquid, to make a flavourless base. i.e. just nic & pg
the 1 litre of 48mg would make- 2666ml of nic base using 1666ml vg This would last me 4.4 years
the 1 litre of 75mg would make- 4170ml of nic base using 3170ml vg This would last me 6.95 years
personally this makes the 75mg a much better buy...
*Edited to include how long it would last me in years based on 50ml per month.
