Same Brand Liquids tasting different?

Another thing i am pondering.

I bought Dekang tobacco from one place, enjoyed it so bought some more from same place and it was the same.

Then decided i'd buy a 30ml bottle, but bought it from a different shop.  It came in a different looking bottle with a different label, this new label wasn't so much a Dekang thing, but had the shops name and stuff on it.

Tastes totally different to me, is this normal?

Vendors can get their own version of a mix from the manufacturers with the same basic flavour but different ratios/packaging. Others buy in bulk and decant and re-package it.
