They are legal, no one is planning on making them illegal either. What they are planning on doing is making anything on the market expensive, hard to obtain and ineffectual in comparison. That probably wont affect current users that much, as they have equipment knowledge and experience to fall back on. resulting in a black market and home brew solutions.
What it will mean broadly is that no one new will be attracted to vaping, that is who we are working to defend. The millions of current smokers who's health is being put at risk by those that wish to stifle the growth of the vaping world. If anyone else was planning to do so much harm to so many people, then the UN would be having emergency meetings to work out how to stop them.

Would* mean, but yes exactly.
Little will change for me personally, whether either the currently-drafted EU directive becomes the whole of the local law, nor if the equipment is put under further restriction. It would surely affect new uptake though, which would be a real shame.
