Never assume vaping is included in any smoking policy, Unless it is SPECIFICALLY mentioned, just as you wouldn't assume Anything else, for instance drinking coke, is part of an anti smoking policy.

Already started in Sheffield, Electronic cigarettes are an alternative to tobacco but, because they are unregulated, bosses at Sheffield Teaching Hospitals NHS Foundation Trust have said their safety cannot be guaranteed. Deputy Chief Nurse Chris Morley said: “We feel this approach is appropriate for the health and wellbeing of patients, visitors and staff, as there is currently no appropriate product regulation, along with inconsistencies in quality control for these devices. “The absolute safety of such products cannot be guaranteed.” But Elliott Parker, manager at Mirage E-cigarettes which has stores around the city, said: “A great part of the population uses e-cigarettes, it is a lot more prevalent in Britain than in many other countries. There is a situation in hospitals where ill patients are wheeled off to use tobacco. And in that sentence we see the whole stupidity of the NHS.
We could add to that the sentence, "The operation was a success but the patient died"
