+1 to this. Puros is the only juice I've tried that tastes remotely like tobacco, but it certainly ain't cheap! 

To be honest, I'm not sure if trying to replicate the taste of tobacco is the best way to begin. A lot of tobacco flavour liquids are not only unlike the real thing, but taste incredibly nasty IMO. Personally, I'd suggest starting out with a selection of fruit and dessert flavours, because even the worst ones tend to taste inoffensive (and they give you exactly the same nicotine fix as the tobacco flavours!)

I'd second giving Smoke Rainbow a try. They do 100s of 1ml samples for around 50-60p. Good way to get a selection and see what types of flavours you both like. :-)
