So is it at all to do with Science? There are some strong doubts in my mind that the influential bureaucrats are playing an undue part in this. They are the ones who supply the information to the Euro Commission

I know from personal experience that if you attempt to send certain professional and academic communities a rather weak 'thanks but no thanks' response to a well structured 'heres our point of view' correspodence , battles always commence.
