If by 1300/1600 you mean a spinner/spinnerII or twist, then there is an amp limit of 2.5A. So you could get 12w by using a 1.9 ohm coil at the 4.8v maximum, which will put it on the amp limit of 2.5A

You can of coarse use a lower resistance coil, but the amp limit will be reached at lower voltage and turning it up further would have no effect.
