I think it is fixed on the V2 but spins on V1. not too sure what purpose it serves though.

On the V1, it allowed you to turn your attie for visual purposes ( showing the attie name or just to be able to see juice levels through the viewing window)
There were problems with missfires, depending on the position of the wheel, so they made the V2 with a fixed wheel.
