The 'brand' they are offering in the hope to enforce a smoking ban would be against my idea of human rights, because they won't cut it.

Actually, this makes me cross. I don't think banning smoking in prisons is exactly acceptable (people are incarcerated, that it the whole point...) OK, so maybe indoors with staff, but in cells or outside... not really....

The bans did not apply to prisoners (*in their cells, presumably*?) as their cells were defined as "domestic premises"
