Blue Loctite could be a good solution, just a tiny bit on a small area of thread should do, and it still has the ability to be taken apart if needed. Red and you will never get it apart again.

If the holes are coat hanger wire size: bend the smallest U shape where the ends fit in the holes and turn with mole grips or pliers. You could make a tool with a bit of hard wood (1 1/2 inch square and say 6" long) and 2 drill bits the size of the holes by drilling the 2 holes 3/4 of the way along and using the blunt end of the drill bits to go in the holes in the cap.
