If the wires are going correctly through the head/grommet things to check are the cut ends arent left extending anywhere causing a possible short. Positive side of the coil that goes through the grommet isnt touching the sides of the head. Also when the chimney is in place it isnt shorting on the coil.

Check the top chimney too. I've had problems with that and shorting. Check the ohms without the snap on/snap off chimney and then with.... Should help identify the short

Can't add much to the above, when you have put the legs of the coil in place and the grommet and pin back in wiggle the legs rather than clip them, they tend to snap really flush.

Almost certainly a short, I make my own coils for my Protanks and every now and again even with the wiggle method of removing the excess legs one will refuse to fire and invariably after taking the coil out I will find an almost invisible teeny weeny bit of wire proud of the gromet or pin which needs nipping off. Run the pad of your finger or your finger nail around the pin & grommet and see if you feel a bit of wire, if you do just use nail clippers to nip it back flush with the head.
