Roll out of Prison Smoking bans starting.

Not much they can do sydsut. Both prisoners and officers have threatened legal action over passive smoking. The only other choice was to create smoking areas but they don't have enough staff to supervise. It's a fecking nonsense, as prisoners with a drug habit, hard drugs, will get more support than those with a nic addiction.
