There's nothing stopping the government creating separate UK tobacco legislation without TPD article 20, and indeed I think plain packaging is already recently covered by The Standardised Packaging of Tobacco Products Regulations 2015 (SI 2015 No. 829)

I got the same reply as everyone else, here is my reply to that, she obviously didn't read the first email and that and her reply are included so I kept it short.

Dear Ms Alexander
Thank you for your reply, but I fell that you are wrong on all the important points, briefly:
• This motion would not have prevented the UK Parliament implementing the tobacco related legislation merely delayed that.
• Nicotine levels above 2% are vital to mimic the smoking experience with smaller devices that is so vital for smokers trying to switch and this rule alone will cause thousands of premature deaths.
• I find your argument that because full implication is not until May 2017 there is no need to be concerned about the bottle size restriction very strange and incorrect. As I understand it only products that are on the market before Nov 16 will be allowed and my nicotine supplier advises that they will only be able to sell stock they obtained before Nov 20th 2016.

I would be interested in your opinion of how, as I mentioned in my original email, the additional cost of £1,085 or 943% and 999 extra unwanted containers I will incur can be justified.
