A "nicotine containing liquid" is still a "nicotine containing liquid" and TPD covers All "Nicotine containing liquids" sold to the public setting up another ltd company does not avoid the TPD.
Just as taking a "certificate of analysis for pure nicotine" chopping off the date and signatures then replacing the words "certificate of analysis" with "Manufacturers Safety Data Sheet" (MSDS) does not make a Manufacturers Safety Data Sheet (MSDS)
