Yup! That's precisely what I would expect. However, to support anti-smoking initiatives that will, presumably, hit their investments negatively makes no sense at all but, then again, I don't expect a great deal of sense from local politicians as a general rule. It's not uncommon for principles to fade away when financial gain is involved. I wouldn't be surprised to learn that most local and county councillors know nothing of their Authorities' investments but leave such matters to be handled by financial advisors: it's the bottom line that counts and not how it's achieved. One of those is my local council, I am in 2 minds about this, one side of me says, they should invest the money they have, to get the best return and one side says it's immoral. Obviously morals and politics have to go hand in hand, at least in public perception I suppose looking at it logically, getting the best return on the money they have, is a duty and unless they are doing anything illegal, then that is their job. Also (apparently) their job is to make people aware how bad tobacco is for them, which (also apparently, I never knew) they are doing.
