I've written to all seven MEPs plus MP, so far received a reply from one saying it will take time to reply as he takes all correspondence seriously.

I found an interesting discrepency between blood plasma levels in the directive and nicotine content in eliquid, although the 2010 made a typo by using mg for ecigs (2010 Ruyan) until Table 3, which is correct.

The error is here:-
Results Over 60 min, participants using 16 mg ENDD
recorded 0.82 units less desire to smoke than the
placebo ENDD (p¼0.006). No difference in desire to
smoke was found between 16 mg ENDD and inhalator.
ENDDs were more pleasant to use than inhalator
(p¼0.016) and produced less irritation of mouth and
throat (p<0.001). On average, the ENDD increased
serum nicotine to a peak of 1.3 mg/ml in 19.6 min, the
inhalator to 2.1 ng/ml in 32 min and cigarettes to
13.4 ng/ml in 14.3 min. The plasma level for ecigs (ENDDs) should be in ng, not mg.
Other studies have made similar errors where decimal points are moved in places.

A 16 mg/ml ecig gives 1.3 ng/ml blood plasma levels, way nelow that in the directive. The amount of nicotine/ml allowed would give zero blood plasma concentration.
A cigarette gives 13.4 ng/ml, nicotine inhalator containing 10 mg nicotine 2.1 ng/ml and eliquid at 16mg/ml gives a plasma concentration of 1.3 ng/ml.

Table 3 gives the quantities. This is a 2010 paper that used a small sample of smokers to compare nicotine inhalators with ecigs.
