Unless the torch mod is specifically designed for 14500's (most were originally designed to use 3 x 10440) then you'd need a sleeve inside to stop the battery moving around and breaking contact. Other than that, just pop them in and away you go. If it has an LED, then the battery has to go in one way or the other. If it doesn't have an LED, the atty doesn't care which way round the battery is.

If you mean the discharge rate is 60 MAh then yes, that is a very dead battery!
