There needs to be some reform of the buying and selling.
As soon as an offer is made and accepted, a 10% cash deposit goes down. If the buyer can't get (or hasn't arranged) a mortgage by that time and the sale falls through, the seller keeps the deposit for being messed around with. It works well.
