Yes they are perfectly OK to use, I don't know why they call them oils as there are very few that are oils and they are highlighted as containing oil.
So you can go right ahead and use them with confidence.

As a relative newcomer to mixing, I have read all of your Information Posts (UK Vapers) with great interest and have learned a lot.
Like Perpetua, I ordered a batch of 36 different LorAnn Flavourings (They actually sent me 42!) on E-Bay and after reading a Post or PDF (somewhere) about NOT using Oil-based flavours OR anything with Artificial Colours in them - I seperated out my LorAnn Purchase according to the list and ended up with only about 10 out of the 42 that I am recommended to use.
I am very interested in your comment here and would certainly be prepared to try a few of the oils now!

I have been careful whenever I've ordered LorAnn flavourings to make sure that they are water or alcohol based. The ones I've used are :
English Toffee, Butter Rum, Mint Choc Chip, Cinnamon Roll, Keoke Coffee, Pralines and Cream, Black Walnut.
All of the above are perfectly safe to use. However due to shipping costs because of buying in bulk I now source my flavourings from other sources i.e. F'art, TPA.

Thank you for the advice and Links Tetsab & Griz. In all honesty I've enough flavourings to stock a cake shop now :-[ . . . it was just the English Toffee that took my fancy, as it's not a flavour TPA/F'art stock and I'd thought it might make a change from Caramel or Butterscotch. But! If you wanted Tetsab, how about doing a group order with that Ebay seller as I'm sure a few other 'mixers' could well be interested . . . .
