I think it's bollox that they aren't making just the bases available considering the only reason they are making them is the fact that the russian trumped them at their own game and they had to respond

No, they are 22mm and you need a maximum 19mm attie for the VTR

You can buy the original Lite base on its own from SM's .de store, so I would expect them to follow suit with this soon enough.
