For some people 20mg/ml doesn't cut it and they need stronger to keep off the ciggies.
Many 3rd generation devices have tanks larger than the directives 2ml max.
The directive also refers to leakproof filling methods for refillable devices, which don't exist. (Implying that maybe only prefilled tamperproof devices might be allowed in practise).
A lot of testing including quantified emissions, nicotine uptake, etc. by the manufacturers of e-liquid, which will drive many e-liquid manufacturers out of business and/or significantly increased cost.
Annual customer data collection/reporting.
A ban on advertising/promotion of ecigs.
......etc.
TBH there are a lot of unknowns still, a lot will depend on how the individual governments implement the TPD.
