Try both and whatever works for that particular head is your answer. No hard and fast rules really.

Depends on the size of your wick and and the gap that needs filling, try without and if it gurgles and leaks, then you need one.

Does it depend what tank you're building for?.

Can do smity . . . and your eliquid, all mine are VG heavy so a flavour wick is completely unnecessary as it hinders wicking. If you use a PG heavy juice, then they can have their uses.

If your using cotton, bamboo wool etc then no as these are damn good wicking materials .
I haven't used silica for a while but did find that for pro tanks etc an extra wick on top did help with flooding issues.
What tank are you using?

Depends on the size of your wick and and the gap that needs filling, try without and if it gurgles and leaks, then you need one. ... is the correct answer. If we are talking Kanger, forum speculation suggests they use 1.5 or 2mm coil wick and 2 x 1mm flavour wick. My fasttech premades are single wick and they work perfectly with 2 strands of 1mm. A well-made home one might be thick enough. My smok ARO needs 4mm at least or it gurgles. PS, that's using high PG.

I use 2mm dia .25 Kanthal microcoils and cotton wool wicks in my Protank heads and have never needed a flavour wick. Occasionally in the old days when building normal coils with .2 Kanthal and 2mm silica Ekowool, I had to pop on a strand to stop gurgling, but even this was only about 1 in every 15 heads I made.
