Seems aimed at cigalike and eGo chargers without making that clear, good advise (ish), but not clear enough in that respect. Following this advise is the right thing to do and will be safer, unless you know better (not think or feel lucky, but have the facts).
Battery chargers (14XXX, 18XXX etc) are a different kettle of fish and are much more proactive in the way they work (good ones anyway). Any charger should control the power, that's its job and all this fuss about high current USB supplies should be directed at sub standard chargers. Unfortunately we don't live in that world and the chargers for cigalike and eGo are so basic they don't even try properly, even the charger board for DNAs just controls voltage and not current (IMO, not tested but seems the case from the spec).
When in doubt always chose the safer route with lithium batteries.
