I had this problem and simply went through the process of answering stupid questions and validating address, and bank accounts and then upgraded to a merchant account.
I think I pay a bit more in process charges but it's not capped.

Also they freeze the account if you have maxed out in case of charge backs, I think it's 6 months.

Money laundering regulations by the sound of it. Of course real money laundering isn't done through Paypal. The number of houses bought up in London by shady shell companies then flipped to release the cash is a far bigger source of it "allegedly" (for the legals out there). Coming down on shiny-happy vapers is a bit extreme!

I had that couple of days ago, I sent them my license and vat certificate, then they told me vat certificate was not valid proof the bloke was a bit of a tool that I spoke to

Here's My one wiv e-blag:- When they had that crap about having to change your p/w for 'security reasons', I could n't log-in to My a/c to change it...........after > 45mins (I kid not!...) on the phone, & 3 different people (sadly, sharing ONE BRAIN tho'!!!..) & after being told that My e-mail addy pertained to a different username (?!) I finally got them to send an e-mailed link so I could re-set My p/w..........I was about to click on it, when I noticed that the user-name was wrong!!!....Even after all that time explaining/proving My i.d. They STILL insisted that the newer, obviously cloned user-name must be the correct one!!!
AAAAAaaarghh!!!
So...no e-blag or paypoor for Me for over a Year now...
Oh, just as an intelligence test (to see if anyone here's 'intelligent' enough for a job there!!.. )
Which one of the two usernames is the cloned one?

Good that you got it sorted banditruss . They did this to me about a year ago. Really useful tip to phone them - I never thought of doing this, but will next time, thanks for the tip, folks.
