While vaping may not be 100% safe, most of the chemicals causing smoking related disease are absent and the chemicals
that are present pose limited danger. It had previously been estimated that EC are around 95% safer than smoking
This appears to remain a reasonable estimate

reading through it, it seems the government intend to circumvent the TPD if they have to implement it (should TW fail) by significantly easing the entry requirements and costs for medicinal licensing

At least, that's how I read it. They know the TPD is going to stuff a lot of people and they're looking at way around it

yes, it is worded in an encouraging manner... the really interesting bit is the last line of the last paragraph...

..as there's already been a study or two showing how generation 2 and 3 devices (i.e. proper tank systems) are far more effective at getting people completely tobacco-free than cigalikes.....

perhaps we should be telling Big-T and -P to put that in their pipes and smoke it
