Of course, gives no clue as to why it might have exploded (could it be a badly maintained mechanical mod with dodgy batteries, a .00008ohm homemade coil and an idiot owner who thinks OHMs law is a TV programme about a buddhist monk turned detective?)

this story from the country that ignores numerous shootings of children, multple incidents of stabbings etc.

I'd go with the second option.... you only need to look at the carp coming out of the FDA and CDC for the proof

unless this is another one of those "use it while recharging" mini devices (those things love to go pop) I would be expecting a lot more damage to him had something the size of and ego1100 or a mod pack with an 18650 gone pop in his face, i would also be amazed if the hand holding the device was still intact and not struggling with 3rd/4th degree burns rather than a couple of broken digits and some minor abrasions.

and that's totally ignoring the effects of sucking down a lungful of the fumes those things kick out when they go pop .....
