Hi, Noticed a lot of people still selling e-liquid on sites like Ebay which are "home made" and not a brand or have an associated website etc. Don't you need a licence to sell them since the TPD kicked in? - I can't imagine most of these could afford one as I heard you have to pay for it Or am I wrong

Depends whether or not they contain nicotine amygx . . . . if they don't then theoretically, there's no contravention of the TPD regs. Whether I'd personally care to buy eliquid from a source that I know nothing about or the conditions it's produced in, that's another matter. Don't you need a licence to sell them since the TPD kicked in? - I can't imagine most of these could afford one as I heard you have to pay for it An individual doesn't require a licence, but any eliquids being sold to the general public have to be notified/certified ( which isn't a cheap process ) any flavours used also require certification. Personally, I wouldn't purchase from the home brew brigade via facebook, Ebay etc, even aside from the question if it is legal or not. There's too many variables in the process, there's also the problem of where you go or what to do, should it all go wrong. Another thing that puts me off is price. Some of this home brew ain't all that cheap. At any point, you will probably find juice available to purchase from a vendor at the same price as purchasing from a back street mixer via the outlets mentioned. I have every trust in the hygiene of my own back kitchen and prefer to mix my own juice.

I would never buy this stuff anyway and I'll always be a DIY'er I just noticed quite a lot of them while browsing on ebay.
As you say anything could be put in them and if anything does go wrong (health wise) then you really have nowhere to turn. I just fear for people especially new vapors who buy this stuff unaware of how its made or what is in it.

Part of this particular problem is that there's any number of vapers, new and old who want cheap eliquid amygx ( and who don't care to DIY ) . . . . . so while there's a demand, someone will supply it - no matter what legislation exists. That's not to say all inexpensive eliquid is bad or poorly produced because we know it isn't, likewise not all ' premium ' eliquid is great - although the hope is, production conditions are at least to a standard. There does come a point when an individual ought to assume some responsibility themselves for what they choose to buy is my personal thinking.

Right from the word go, I have never trusted any amateur to make any e-juices for me. E-juice is so easy to make that a Chimp could be taught to do it.
Now that Nic Base is being sold as "Not For Human Consumption" , I am doubly wary of any e-juice being sold "on the cheap".
Vaping is so inexpensive that to further buy cheap e-juice and put your health at risk, is just plain daft.
