They are just a bit stronger (flavour wise) 0 mg liquid, a bit stronger so 18 mg nic can be added to make the end product. You can just dilute to taste with a dash of VG and or PG.

Essentially they're like a one shot Sarah, with no nicotine added . . . . most commonly they come in 60ml bottles, containing 50ml of a ready blended flavour - leaving space for a 10ml nic shot. In your case, as you want 0mg, then you can just top up with 10ml of VG or PG. Or a combination of both if you wanted.

I've not long bought some from here just to see what they were like, the couple of flavours I've so far tried have been very acceptable for my tastes:

Thank you both. I’m not sure what a one shot is either though 🙈 so much new terminology! I was looking at shortfills yesterday but couldn’t figure out how they worked / where to get the vg from / whether you could vape as they are or if you need to add the extra bit of something. Sorry 😳

Sorry 😳 Will check out the site you linked! One place that you can get VG from is Boots, it's called "Value Health - Glycerine B.P." and comes in a 200ml clear glass bottle for £1.49. If you buy a shortfill bottle of eliquid eg 50ml of no nic flavoured liquid in a 60ml bottle, just top up the bottle with approximately 10ml of VG. This will give the manufacturers correct flavour strength. If you vape it without diluting the flavour may be on the strong side. (One shots are flavour concentrates that have been blended using multiple concentrates. They are more concentrated than shortfills, so need diluted more with VG/PG to make e-liquid).
