The High Drain 18650's I ordered from Tim appear to have come fully charged?

Yes, thanks Lisa, i'd read that about them possibly being overcharged, and also it'd be handy in general, to ensure your charger is working as it should... any recommendation on one of those? Should be OK with the standard TR-001 charger, just check the batts regularly to ensure no over-charging. Yep, they generally come with some charge in them, but should only be around 50%, I believe. Battery experts suggest always leaving batteries partially charged for storage. It's pretty normal for them to measure 3.8-3.9V when you get them.
