Incubator is better than the matt. Matt stated to 45C, incubator will have a variable stat.

Large heat matt and thermostat put bottles on top. OR Heat cable/thermostat under biscuit tin, bottles in tin.
Small heat matt and matt stat about £20 2 meters heat cable and matt stat about £15

Those heat matts only heat what they touch, they can't/won't heat a cupboard. They are no good for ambient heat or increasing air temperature.

Heat matts can reach 80C+, heat lamps (ceramics) 250C+. I wouldn't use either without a thermostat. No idea what heating will do to juice but I keep reptiles and have seen what a unstated matt can do to wooden vivs.
