That is probably about right.

The Cloupor has internal battery protection to stop you discharging your batteries too much and damaging them. If I recall right it is 3.5v or 3.3v that the cloupor cuts off at, and then your charger would not show it fully discharged. And a full discharge is bad for the battery life, and also may make it impossible to recharge.
